The 21-year-old only joined the Cityzens last summer, but after an up-and-down campaign, he could now be on the move to the capital after Spurs lodged a £43m bid for his services.
According to reliable transfer guru, David Ornstein, Man City aren't actively looking to sell the player, but Savinho is open to a move. The deal could be determined by whether the Brazilian pushes for a way out of Manchester City or not.
It's been a quiet transfer window for Tottenham so far, with Mohammed Kudus the only ‘new' major arrival at the club. The news that James Maddison will miss the majority of the upcoming season through injury has likely prompted the move for Savinho.

After being left out of their Club World Cup squad earlier in the summer, the writing was on the wall for Jack Grealish's Man City career, and the club's record signing is now on the verge of a move to Everton.
According to reports, the Toffees have secured a deal with Man City, and the player has accepted it. Everton will have a buy option at the end of the one-year loan for £50m.

As per journalist Fabrizio Romano, the Spaniard is a huge fan of the player and is keen to make the move happen. The player is thought to be open to a move too, but Real Madrid would demand a fee of around £86m to let him go.

This potential deal could be a good fit for all parties – Real Madrid already have Kylian Mbappe and Vinicius Jr, who both like to operate in the same areas as Rodrygo, while Man City need some magic on the wings and have done ever since Riyad Mahrez left the club.
