Cyprus finally secured their first victory of the Nations League campaign when they beat Armenia 2-0 on Friday.
Akis Mantzios' side had previously played a goalless draw with Latvia and lost 2-1 to Montenegro, leaving them with four points after three matches.
The victory over Armenia also ended a run of two games without victory and Cyprus now have the opportunity to record successive Nations League wins for the first time.
They will also have home advantage at the GSP Stadium, where they have generally been more competitive than on their travels.
Cyprus will be without Kostas Pileas after the defender was sent off in the 2-0 victory over Armenia.
Latvia, meanwhile, have had a less productive campaign, as Paolo Nicolato's team opened with a 2-0 defeat to Armenia before the goalless draw with Cyprus.
They then returned home to face Montenegro on Friday, but a 2-1 defeat left them bottom of Group C2 on one point.
The visitors have also struggled for goals during the competition, having scored only once across their three matches and were unable to find the net in either of their first two fixtures.
Their lack of attacking output could be a concern again against a Cyprus side that has now kept clean sheets in consecutive matches.
Latvia, meanwhile, have a concern over Roberts Savalnieks after he was forced off during the defeat to Montenegro.
