The 22-year-old has endured a number of injury issues during his time at the Etihad, causing the Norway international to jump in and out of the team.
A move to the Bundesliga would give Bobb an opportunity to get some much-needed game time, though the winger has also been inundated with several other options in the Premier League.
Crystal Palace, Bournemouth and Newcastle United are all interested in the Man City man, though the Citizens would only be willing to let the player leave on a loan deal.
