PENN Entertainment hit the ground running with ESPN's partnership to stand up to established sportsbooks, notably DraftKings and FanDuel. It had 17 ESPN BET states on its launching roster.

ESPN Bet mobile app went live in Arizona on November 14th and allows wagering only when you're physically in the borders of Arizona. Arizona Department of Gaming (ADG) is the licensing body and regulator. It doesn't allow wagering on player actions during college sports, along with injuries and penalties.


Penn Gaming originally launched its online sportsbook and mobile betting app in Colorado in August 2021. The operator teamed up with the Denver Broncos. On November 14, 2023, ESPN BET went live in The Centennial State. The land-based licensing partner is Ameristar Casino Black Hawk, where bettors can make in-person casino cage deposits and withdrawals.

ESPN Bet offers mobile, online, and retail sportsbooks in Colorado. Penn Gaming holds a license from the Colorado Limited Gaming Control Commission. However, you must be 21+ and within Colorado borders to place wagers on the app.


Penn National Gaming entered Illinois in March 2021 as the sixth sportsbook in the Land of Lincoln. ESPN BET launched in The Prairie State on November 14th, 2023

It holds a gaming license from the Illinois Gaming Board in partnership with Hollywood Casino Aurora. You must be 21 and over, not self-excluded, and within Illinois borders for your bets to be accepted. Cashier deposits and cash-outs are available in person at Hollywood Casino, Aurora.


Penn Gaming made a splash in the Hoosier State officially in mid-2021. The ESPN BET sportsbook started in November 2023 via a partnership agreement with Hollywood Casino Lawrenceburg.

Betting is available via the ESPN Bet mobile app. In-person deposits and withdrawals are available at the cashier cage at Lawrenceburg and Ameristar East Chicago Casino. The app doesn't feature banned wagers, including collegiate player in-play prop bets, and all in-play bets not settled at set times.


Penn Gaming inked an agreement with Ameristar Casino Hotel Council Bluffs that saw ESPN BET launch in November 2023. Although ESPN BET doesn't run retail sportsbooks, users can visit Ameristar Casino Hotel Council Bluffs to make cash in-person deposits and withdrawals.

To bet on the app, players must be 21+ and in the state. It doesn’t offer casino cage deposits or cash-outs.


ESPN BET went live in Kansas on November 14, 2023, after the rebrand of Barstool. It holds a license in partnership with Hollywood Casino at Kansas Speedway from the Kansas Racing & Gaming Commission.

The ESPN Bet mobile betting app is available in Kansas in conjunction with Hollywood Casino Kansas Speedway. That’s where you deposit or withdraw at the casino cage. Greyhound racing and horse races cannot be wagered on.


Kentucky joined the league of ESPN BET legal states after receiving an online sports betting license from the Kentucky Horse Racing Commission (KHRC) on August 22nd, 2023. It became the latest state for the Penn Gaming-backed sportsbook to enter, operating in partnership with Ellis Park Racing & Gaming.

The minimum age to use the app for ESPN Bet in Kentucky is 18. You must be in the state to wager on the ESPN Bet app.


ESPN BET sportsbook and mobile app launched in LA on November 14, 2023, in partnership with Boomtown Casino. The sportsbook and the ESPN mobile app is licensed by the Louisiana Gaming Control Board. The minimum age is 21, and you cannot bet outside the state.


Launched on November 14th, 2023, the ESPN BET sportsbook is licensed by the Maryland Lottery and Gaming Control Agency. Its land-based casino partner is the Penn-operated Hollywood Casino Perryville.

The ESPN Sportsbook app is popular in Maryland. You can download the app anywhere, but must be in the state to wager. High school sporting events governed by the Maryland Public Secondary Schools Athletic Association are prohibited.


Penn Entertainment and Plainridge Park Casino joined forces to launch ESPN BET in Massachusetts. The operator is regulated and licensed by the Massachusetts Gaming Commission.

ESPN Bet MA offers the standard sportsbook app and a 21 minimum gambling age. The app excludes high school events and daily fantasy sports.


Penn Gaming was among the first operators to enter the Michigan Betting market. ESPN BET went live in November 2023 after Penn Gaming renewed its partnership with Greektown Casino. The sportsbook is licensed and regulated by the Michigan Gaming Control Board.

You can download and sign up for an account with ESPN BET on the app anywhere. However, you must be 21+ to be able to bet on the app. The ESPN Bet MI app doesn't allow betting on disciplinary actions like player penalties and injuries. New Jersey

Penn Gaming entered the party much later in New Jersey. ESPN BET online sportsbook and app debuted in NJ in November 2023, becoming the latest brand. It inked a partnership with Freehold Raceway to provide online sports betting services in the Garden State.

The sportsbook operator is licensed by the New Jersey Division of Gaming Enforcement. ESPN BET users can make in-person deposits and withdrawals at the casino cage of Resorts Casino Atlantic City and Hollywood Casino at Penn National Race Course.

You can wager on the ESPN BET NJ app if you're physically within the borders of the Garden State and 21+. Casino cage withdrawals and deposits to the app are available at Hollywood Casino at Penn National Race Course and Resorts Casino Atlantic City.


The Ohio Casino Control Commission issued an online sportsbook license to Penn Gaming in January 2023. The partnership with Hollywood Casino Columbus birthed ESPN BET OH on November 14.

The mobile app offers all the standard sports and betting markets, however, there are no bets on sports and events that involve students.


Pennsylvania was among the first states where Penn Gaming launched a sportsbook after joining with Hollywood Casino at Penn National Race Course. ESPN BET is licensed and regulated by the Pennsylvania Gaming Control Board.

States that have Legalized Sports Betting but do not have ESPN BET Sportsbook

More than 32 states have legalized at least some form of online sports betting. A handful more are in the process of authorizing online sportsbooks. Penn Entertainment has not yet expanded its network to some of these states. Let's get into the details below.

Of the states that have some form of legal sports betting, here are those that could potentially become ESPN BET legal states in the future:

Wyoming – the Big Wyoming has already licensed four mobile betting operators. That’s the heavyweights FanDuel, BetMGM, DraftKings, and Caesars Sportsbook. Barstool Sportsbook and PointsBet have also received licensing from the Wyoming Gaming Commission. ESPN BET is likely going to enter the market in 2024.

Washington DC – GamBetDC is the only sportsbook operator in the state. There have not been any recent reports of online sports betting operators extending their reach to the US capital.

Washington – The state allows on-site mobile betting with tribal casinos. Sports betting expansion across the state is not likely soon.

Rhode Island – The Caesars-operated William Hill is the only commercial sportsbook in Rhode Island. Penn Entertainment is looking to get a slice of the pie when RI becomes one of the latest ESPN BET states.

South Dakota – With sports wagering only in-person at retail sportsbooks, ESPN BET will unlikely grow there in 2023 or 2024.

New York – With 51% state tax, New York has put off many sportsbook operators. ESPN BET may be playing the waiting game in the Big Apple.

Oregon – DraftKings is a monopoly in Oregon’s mobile sports betting market.

Montana – Sports wagers can be placed in person in Montana. These retail sportsbooks are operated by Intralot. ESPN BET expansion there isn't expected for now.

Mississippi – Like Montana, Mississippi allows sports bets to be placed when the bettor is physically within the state borders. The chances of ESPN BET opening an online sportsbook in the Hospitality State are slim.

Nevada – Mobile betting is authorized in Nevada, but the players must register in person at a land-based location. With this hurdle, ESPN BET is unavailable at the moment. The same goes for FanDuel and DraftKings.

New Hampshire – DK muscled up for the largest gambling tax to be a monopoly in New Hampshire. It’s a single license, so no ESPN BET for now.

Arkansas – Like New York, the Natural State has a sinfully high 51% tax rate. It's prohibitive for most sportsbooks, including ESPN BET.

Delaware – Nevada's gambling neighbor, also allows in-person-only sports betting through a sportsbook run by the state lottery. Penn Entertainment hasn't given a firm timeline for when it will go live in the Diamond State.

Connecticut – The three online gaming licenses have been blocked off by SugarHouse, DraftKings, and FanDuel. There’s no room for ESPN BET.

Florida – The Sunshine State stopped online sports betting in late 2021. After the ban is lifted, Florida will likely become the next batch of ESPN BET states.
